BIOGRAPHY:
He began working for the FBI and shortly after that he got married, though they have since divorced. Dave's career with the FBI had been "unremarkable" until 2006, when he discovered the whereabouts of bank robber Alessander Borgia, who turned himself in, in Ludendorff, North Yankton. Dave made a deal with Alessander to surrender his accomplice Trevor Philips to the FBI, whilst Alessander and his daughter would fake their deaths after being "shot" by Dave, in turn boosting Dave's career for taking down the "most wanted man in America".
Dave ambushed the heist team as they made their escape, so it was planned. Using a sniper rifle, he attempted to shoot Trevor Philips but accidentally shot Brad Snider instead, and feigns a shot at Alessander and his daughter. Trevor managed to escape and Brad later died, and Norton allowed Michael to provide information to the Bureau in exchange for a new identity, a pension and a relocation to Italy for him whilst his daughter would stay in America with a new identity. To aid this, Brad is buried in Alessander's grave.
Some time later, Dave intercepted a letter to Brad who is believed by the public to be incarcerated. The letter was unnamed but was sent from Sandy Shores, and Norton deduced that it was written by Trevor. Assuming Brad's identity, Norton began corresponding with Trevor as a means to keep track of him.
For the next thirteen years Alessander has been living in Italy under the surname Ferrara, with Dave keeping in contact with him.

BIOGRAPHY:
Steve joined FBI as a young man and in the following years he became such a highly decorated and high-ranked FBI special agent to the point that he was given leadership of his own FBI special unit and became the handler and boss of several well-known FBI special agents, including Andreas Sanchez and Dave Norton. In 2014, Haines was chosen to become the host of a new criminal reality TV show called the Underbelly of Paradise. As host of the show, Haines (and his camera crew) regularly make reports on gang activity and the overall criminal underworld of Los Santos which is divided between rival criminal gangs. Haines would then become a celebrity, thanks to the success of the programme.
However, despite the decorations from the Bureau, leading his own unit, and becoming famous as the host of the "Underbelly Of Paradise" show, by 2019 Haines and his right-hand man Andreas Sanchez were infamously corrupt. Haines in particular, was known to be on the payroll of several wealthy and powerful people, including eccentric billionaire Devin Weston, whom Haines considers a "close friend."
In 2019, both the FBI and the rival CIA are in a heated battle to secure government funding after cuts had been made to the budgets of both organisations due to a decrease in terrorist activity. Haines actively engages in attempts to sabotage the CIA, in order to gain more prestige within the Bureau by securing more funding from the government and improving his own public image in the process.

PERSONALITY:
As stated above, Haines is a corrupt FBI agent, who does not hesitate when it comes to breaking the law and Bureau procedure and policy if there is an opportunity to further advance his career. Haines first appears to be pleasant and charming on his TV show, but when you meet him in person, he is shown to be selfish, arrogant, callous, manipulative, and overconfident in dialogue, thinking solely about his career. Haines casually introduces himself by saying "Steve Haines, but you probably knew that already". Haines has a very short temper and even shorter patience, he chokes people for making a few wisecracking jokes at his expense. Haines also attempts to make his own wisecracks, but his snide and arrogant personality often results in these jokes falling flat.
Haines is shown to be despised by almost everyone he comes into contact with. Despite this, he claims a personal friendship with Devin Weston, though Weston's reference to Haines as a "clown" would suggest otherwise.
Haines has no qualms with torturing and/or killing suspects or people he sees as standing in the way of his career.
Haines is an opportunist. He uses others to do his dirty work before betraying them when they outlive their usefulness to him. Haines is also willing to sacrifice others to save his own skin.

Weston is an American billionaire, venture capitalist, and investor who owns shares in several major companies, from hotel chains like Banner Hotel & Spa to alcohol manufacturers like Patriot Beer and Nogo Vodka; but most importantly, he is a major shareholder of Merryweather Security, a private military company that acts as the muscle of his various corporate and criminal interests. He is also shown to have influence within law enforcement, as evidenced by his relationship with FBI agent Steve Haines. His lawyer and assistant is Molly Schultz.

PERSONALITY:
Weston is considerably pompous, egotistical, narcissistic, arrogant, and over-the-top. He enjoys constantly reminding others that he is far wealthier than they are, and that his affluence allows him to do as he pleases; he even brags about his sexual conquests, both on his website and his social media. Along with that, he has a rather sadistic and cynical sense of humor, joking around and making crude jokes at others' expense. Everyone at some point or another agree that Weston can best be described as a douchebag: overbearing, prone to showing-off and with the irritating habit of pretending that he is their friend, despite his absolute scorn for them.
It is very obvious that it has been a long time since he has not had everything he wanted handed to him, to the point that it does not even occur to him that anyone would actually stand up to him, and when they do he responds with temper tantrums.
He gives the appearance of living a healthy life and a clear, peaceful mindset by practicing yoga, but in reality he uses this image in a passive aggressive stance, still looking down at others. Even Molly, the only person who genuinely likes Weston, is treated with disdain by him, with him dismissively labelling her as "highly-strung".
Weston also has the habit of calling anybody by the moniker "slick," which he uses alternately to pretend he is their friend or to belittle them, as the situation sees fit.
According to his website, he has a net worth of $12 billion and a 9 inch long penis. Given his boastful nature, either one or both of these claims might be an exaggeration.
